As founder and builder, Keith Woodard is responsible for owner relationships on various design-build shell projects. He manages the project team of selected design professionals and provides oversight of the budgeting, schedule development, subcontractor/vendor bidding, purchasing and construction efforts for those projects.

With over 40 years of commercial construction and development experience, Keith Woodard has held many positions in the industry prior to forming the Woodard Group.  Keith Woodard managed the Hampton Roads activities of Turner Developments local efforts from February, 1985 to April, 1989. In this capacity he acquired land and managed a staff through development of three 90,000 square foot speculative multi-tenanted office buildings. Keith worked on a wide range of commercial construction projects between 1975 and 1985 with Turner Construction Company, where he managed projects as a Superintendent, Engineer and Project Manager. Most projects were commercial construction management or design-build contracts – a multi-disciplined approach. This was a time of valuable experience that led to Keith’s personal service approach and project management skills that he and the Woodard Group offer today.

Brian Bolger
Projects Manager/Superintendent

Brian comes from a family with a construction background.  After learning much from his father in New York, Brian moved south and continued in the construction field.  He has worked on both residential and commercial projects most of his career.  Brian started working at Woodard Group as a superintendent and field carpenter. Since 2008 Brian’s role at Woodard Group has expanded and he now is the company’s lead Project Manager, overseeing millions of dollars of renovation each year.  He and his wife Darla reside in Chesapeake with their three children.

Mike Eisenburger

Mike joined the Woodard Group team in 2005 as an estimator.  Today Mike is well respected by sub-contractors for his thoroughness when reviewing plans. Very often sub-contractors and clients alike are helped by Mike when he brings details to their attention that may have otherwise been missed.  On any given week he may be estimating upwards of a million dollars of construction projects and budget numbers for lease negotiations for real estate agents.

Buzz Foster
Director of Shop Operations

A lifelong carpenter, Buzz has earned many master carpentry certifications.  He learned as an apprentice from his family and has been running the Woodard Group woodworking shop since 1996.  Buzz is creative and precise when either designing or executing a specialty desk, cabinet, or other furniture piece.  While most commercial applications involve box cabinets, he relishes the opportunities for the high end custom desks, trim, and other office décor.  Buzz oversees the other shop attendants and field carpenters.  He and his wife Shari reside in Norfolk with their two children.

Preston Moore
Business Development

Preston joined Woodard Group in 2014 after serving for 5 years in development at Norfolk Academy.  His role is that of business development and project manager.  He brings a large network on Hampton Roads area contacts to the Woodard Group team in an effort to expand the client base.  While he had limited prior construction experience, his communication skills and relationship building experiences has quickly enhanced the project experience between Woodard Group and clients and its sub-contractors.  Preston lives in Virginia Beach with his wife Maria and two children.

Nancy Weiss

Nancy, along with Keith, are the two principle founders of Woodard Group.  Nancy joined Keith when he started Woodard Group in 1987 after working for him at Turner Development.  Nancy’s responsibilities include managing all administration, insurance, health and safety, and accounting programs.  In addition to tracking for jobs, she serves as the sole HR representative handling all the employee and benefit packages. Nancy lives in Virginia Beach.
